In whatever language it is written, NAFTA simultaneously presents one of the greatest business opportunities and challenges facing businesses in North America today. While on one hand NAFTA reduces trade barriers between Canada, Mexico and the United States, on the other it has constructed a complex set of rules making it difficult to understand and cumbersome to implement. US Customs and Border Protection (CBP) has taken a hard line with the business community as it enforces the arcane rules of this agreement.
